We are currently seeking a dynamic and experienced Regional HR Shared Services Leader to join our team and play a pivotal role in establishing and advancing our HR Shared Services capabilities.

Job Overview: The individual in this role will develop, lead and evolve the capabilities of the entire Human Resources Shared Services Organization (BBS - Baxter Business Services) across EMEA. The Leader should have strong HR operational knowledge, as well as strategic Center of Excellence knowledge, be a fast adaptor, understand enabling Shared Services technology and lead a strong Operations team to deliver extraordinary HR services while fostering a culture of excellence. Leader must be highly effective at leading the team both virtually and in a co-located environment to support the Regional HR Shared Services operating model.

Key Responsibilities:

Regional HR Shared Services Implementation Leadership

  • Partner with the business and HR Function to support the definition of technology enablement and data requirements, drive planning and execution of enterprise migration to HR Shared Services organization (HR BBS) within Region
  • Support successful Regional implementation of HR Shared Services (HR BBS) by driving global consistency in implementation approach and providing support to hiring efforts of HR Shared Services resources
  • Provide oversight and thought leadership throughout implementation of HR Shared Services HR BBS), and ensure successful transition of all in scope activities to Regional center 
  • Provide oversight for business stabilization efforts post HR Shared Services (HR BBS) go-live and supports change management efforts

Regional HR Shared Services Strategic Leadership

  • Provide innovative leadership and balanced perspective to set long-term strategic direction of HR Shared Services within Region, adapting to a changing business needs and requirements
  • Cultivate a service mindset and ensure collaboration and engagement with other Regional HR Shared Service organizations to ensure a unified strategy across the globe
  • Evaluate and decide on all new service requests from the business, and directly supervises the service transition and deployment
  • Creatively seek new opportunities to generate efficiency and effectiveness gains that add greater value to the HR organization and key customers

Regional HR Service Delivery Excellence Management

  • Hold ultimate responsibility for service quality, customer satisfaction, operational efficiency and continuous improvement of services and processes within Regional Shared Services
  • Lead Human Resource service delivery across Region (including case management; transaction and data processing, data analytics/reporting and vendor management)
  • Collaborate with customers (e.g. IT, Finance, vendors) to ensure the optimal delivery of essential HR services that results in operational efficiency and excellent customer service experience
  • Accountable for ensuring that HR services provided are delivered in accordance with all  internal policies and procedures, global guidelines and local, regional and national laws and regulations
  • Lead the development of criteria (including service level agreements and key performance indicators) to manage the delivery of transactional HR services and assess performance against these criteria
  • Actively identify and handle risks; develop mitigation plans to anticipate and minimize impact on services resulting from economic, environmental or business strategy changes
  • Directly manage all internal HR shared services supervisory and specialist staff and/or supervise service delivery by vendor personnel if there is a 3rd party administrator

Regional HR Shared Services Team Management

  • Set the direction, priorities and operational plans of the Regional HR Shared Services team to ensure team members have clear goals and a path to achieve these goals
  • Supervise, coach, evaluate and report on Shared Services staff in the Region and their ongoing job responsibilities, including goal setting, development, performance reviews and career planning
  • Lead employee engagement, talent acquisition and employee development, as well as leadership development to attract and retain the best talent within the Regional Shared Services organization
  • Understand, appreciate, and improve the talents of people from different cultures, gender, race, countries, etc.; considers diversity and inclusion when making decisions and taking actions; welcomes and involves people from a broad array of backgrounds so that they feel a sense of belonging and understand that they play a significant role in the organization

Regional Success Measurement & Continuous Improvement

  • Continuously improve the strategic and operational effectiveness / efficiency of transactional processes within Shared Services, in alignment with other Regions and Global HR Shared Services (BBS) Leader
  • Manage accountability of results and data analytics for assessing progress and continuous improvement on an on-going basis, recommending adjustments as needed
  • Accountable for facilitating all internal audit efforts, as well as the completion of remediation actions resulting from the audits, if any
  • Champion and facilitate change to ensure long-term sustainability; adapt successfully to changing needs while maintaining positive relationships with stakeholders
  • Continuously monitor improvement opportunities for Technology enablement – including potential to implement new technologies, enhance existing technologies and incorporate AI to improve efficiency, effectiveness and employee experience

Qualifications & Experience Requirements

Educational Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field required
  • Master's degree in Human Resources Management or a relevant discipline highly preferred
  • Possession of relevant HR or Operational certifications (e.g., PHR, SPHR, SHRM-SCP, PMP, Six Sigma, etc.) is a plus

Professional Experience

  • A minimum of 15 years of dynamic experience in HR Business Partnering, Operations or Shared Services leadership roles, demonstrating a sound track record of success and achievement
  • A minimum of 5 years of proven experience in managing and leading HR teams in large, complex organizations, ideally within a regional or global context and within a high-volume, dynamic environment

HR Knowledge and Expertise

  • In-depth knowledge of HR operational practices, policies, and procedures – including Talent Acquisition, Employee Data Management, Learning and Development, Benefits Administration, Compensation Administration, Global Mobility, Exit Management, Compliance Administration, and Time-to-Pay Administration
  • Strong strategic Center of Excellence knowledge, with a demonstrated ability to contribute to the development and implementation of HR best practices
  • Proven ability to adapt quickly to changing business environments and evolving HR trends

HR Shared Services Knowledge and Expertise

  • Customer facing and total quality background
  • Vendor management / outsourcing management experience
  • Call center/shared services experience
  • Case management and knowledge management system experience
  • Knowledge of country, state, and local regulations as they pertain to HR operations
  • Demonstrated experience in using and implementing enabling Shared Services technology to enhance operational efficiency and service delivery.
  • Ability to lead through data analysis and metrics

Interpersonal Skillsets

  • Track record of effectively leading both virtual and co-located teams.
  • Strong leadership skills with the ability to inspire and motivate teams toward achieving organizational goals.
  • Experience fostering a culture of excellence, collaboration, and continuous improvement within the HR function.
  • Excellent communication skills, both written and verbal, with the ability to convey complex information in a clear and concise manner.
  • Strong social skills to establish relationships with diverse collaborators, including business leaders, HR partners, and team members.
  • Demonstrated ability to think strategically and align HR Shared Services initiatives with broader strategic objectives.
  • Proven experience contributing to the development and execution of HR strategies that drive organizational success.
  • Strong analytical and problem-solving skills, with the ability to make informed decisions that positively impact HR service delivery.
  • Comfortable navigating complex HR challenges and providing effective solutions.
