Your Role at Baxter

The PSM Manager is responsible for the implementation, management, and continuous improvement of the Process Safety Management (PSM) program at the Baxter Healthcare manufacturing plant in Mountain Home, Arkansas. Responsibilities include ensuring regulatory compliance to all elements of OSHA 29 CFR 1910.119, and developing tools to identify and mitigate process safety risks. This position will also ensure compliance with EPA’s Risk Management Program (RMP) 40 CFR Part 68.

What you'll be doing

  • Manage Process Safety Management (PSM) and Risk Management Plan (RMP) programs. Serve as the PSM subject matter expert (SME), providing regulatory compliance guidance for PSM/RMP programs for the plant.

  • Lead professionals and/or project teams to implement, manage, and/or ensure compliance for PSM/RMP programs and to ensure that the plant operates within company policies, procedures, and performance standards.

  • Lead the continuous improvement effort of plant policies and procedures associated with PSM and RMP elements (e.g., Process Hazard Analysis, Management of Change, Contractor Management, Process Safety Information, etc.) to deliver compliance.

  • Key liaison with Baxter Corporate EHS&S; provide input to corporate guidance and programs including Corporate EHS&S procedures for the management of combustible dust.

  • Support the plant’s ISO EHS certifications (14001 and 45001)

  • Interface with regulatory agencies as it relates to PSM, RMP, etc. as needed.

  • Evaluate and act upon new environmental & safety regulations.

  • Interface daily with employees and management to explain requirements and to answer questions.

  • Track and communicate regulatory requirements to facility personnel; work with facility staff to develop plans that can be executed to assure the site’s PSM/RMP activities are conducted in compliance with all applicable Federal, State and local laws.

  • Communicate with EHS&S Associate Director in solving problems, developing corrective action and training.

What you'll bring

  • Bachelor’s degree in Engineering or similar technical degree, preferred

  • Master’s degree or Safety Certification(s) preferred.

  • Five years of demonstrated experience with OSHA and EPA regulations including knowledge of regulatory compliance standards, 29 CFR 1910.119 and 40 CFR Part 68 with emphasis on Process Safety Management and Risk Management Program elements required.

  • Demonstrated ability to comprehend written laws and regulations and apply them to an industrial manufacturing setting.

  • Demonstrated success in leading Process Hazard Analysis and Pre-Startup Safety Reviews (including employee involvement), and training employees and contractors

  • Ability to deliver results through the direct or indirect management of others

  • Excellent interpersonal skills both orally and written.

  • Demonstrated ability to absorb technical information and put into practical applied use.

  • Demonstrated ability to use a personal computer with current available software.

  • Team experience preferred including communicating requirements in an organizational setting.

We understand compensation is an important factor as you consider the next step in your career. At Baxter, we are committed to equitable pay for all employees, and we strive to be more transparent with our pay practices. The estimated base salary for this position is $104,000 - $143,000 annually. The estimated range is meant to reflect an anticipated salary range for the position. We may pay more or less than of the anticipated range based upon market data and other factors, all of which are subject to change. Individual pay is based on upon location, skills and expertise, experience, and other relevant factors. This position may also be eligible for discretionary bonus.
