Senior Specialist Customs and Trade Operations, EMEA,

Essential Duties

 EMEA Senior Specialist Customs and Trade Operations is responsible for determination, implementation, and check of Baxter’s operative Customs & Trade strategy in the region (+15 countries – e.g., Single Brokerage Program); regional contact for irregularities in customs and trade matters.

Global Trade Operations

  • Analyze, monitor, and communicate important changes in Customs legislations and other governing agencies, laws and regulations, international trade operations, new trade agreements, and other programs that may impact Baxter.
  • Help to identify potential trade compliance risks for the EMEA region and share recommendations for implementation of new policies and measurable process improvements.
  • Support trade compliance internal audit processes.
  • Collaborate with cross-functional stakeholders to drive continuous improvement initiatives that increase compliance with global trade regulations.

Sanctions and Exports Controls

  • EMEA export control lead: responsible for Denied Party Screenings, developing processes to ensure compliance with sanctions and exclusive POS for all local EMEA teams in case of issues / questions on export controls
  • EMEA origin lead: responsible for determining preferential and non-preferential origin of products and maintenance of respective customs authorizations

Strategic Cost Savings Initiatives:

  • Identify and implement strategic cost savings initiatives such as foreign trade zones, duty drawback, free trade agreements, duty suspension regimes, etc. withing the region

Global Trade Framework

  • Support the Customs and Trade Compliance Manager in collaboration with relevant business stakeholders, Legal, Manufacturing, Supply Chain, etc.  and advisors in matters concerning trade compliance. This includes managing responses to government authorities requests and managing Customs audits during visits to Baxter facilities.
  • Support reconciliation activities with customs brokers for accuracy of information submitted to customs agencies.

Process Excellence:

  • Work closely with local operations (Logistics, Planning & Manufacturing) to seamlessly integrate Global Trade activities into overall operation.

Skills and Experience

  • University/bachelor’s degree or equivalent required
  • 5 to 10 years of experience in Trade Compliance, Global Trade, International Business, Supply Chain, Logistics, Import/Export
  • Fluent in English, any other European language is considered an advantage
  • Working knowledge of Import. /Export laws and regulations, Customs formalities, FDA/MOH requirements and global application
  • Must be able to perform gap analysis, identify gaps/issues related to non-compliance, formulate corrective action plan, present findings to management and operations and implement agreed upon actions
  • Must possess initiative and problem-solving skills
  • Must be technologically adept, experience implementing Global Trade software preferred
  • Must possess critical thinking ability
  • Good communication skills
